Issue wasn't the network I got it fixed it was the fact that it was running in computability mode for Windows service pack 2 which was ok when Vista first came out most games were having issues with Vista but with all the updates sense it has been out they updated to where there isnt problems with running in normal mode for Vista.
weird how that works, I thought that it had to do with the network to but seeing as how i have a wireless N Linksys card and wireless N router brand new I had a hard time believing it to be a network problem, but for good measure I went ahead and decided I would check and see. So I opened up my laptop in my room where the computer I was having problems with is. opened up Guild Wars and 0 problems ran perfectly.
Tried again with my main computer and there were issues. My drivers were up to date downloaded them when the problem started as well as updated motherboard drivers. Still had the issues Video Drivers were downloaded on the 13th which the postdate you had was the 11th and I got them from ATI's website so they are the same.
Bios flashed as well and that wasn't the issue though I did need to flash them lol. So anyways yeah enough ramblings for me issue was the running in windows service pack 2 mode.
Thanks for the sweeper didnt know there was one out there I remembered hearing of one but couldn't remember the name.
